In 2009, the Health Funders Partnership of Orange County, in collaboration with representatives from CalOptima, Orange County Health Care Agency, hospitals, clinics and healthcare providers, began to address the health care needs of Orange County's low-income uninsured residents. The goals are to increase access to quality health care, reduce emergency room usage, and improve health outcomes for our medically vulnerable population. The services of Health Management Associates (HMA), a nationally acclaimed consulting firm, were retained to prepare a concept paper and an in-depth financial analysis. In May 2010, three sub-committees were formed to review and elaborate on the two HMA reports. The subcommittees were tasked with gathering input from a variety of stakeholders and providers; gauging the financial feasibility and sustainability of the system; and formulating recommendations for governance in a manner congruent with state and federal health care reform.
We can do it! We can afford it – approximately 44% can be funded with NEW federal dollars! We are moving forward!
This effort is transformational and may be a national model for a collaborative, population based, equitable, cost-effective and sustainable delivery system that assures access and improves the health status of our community.
